Most secure US agencies

Which US agencies are the most secure? DoD? Department of Homeland Security? 
According to an audit conducted, it's apparently... the Housing and Urban Development department, Office of Personnel Management and Environmental Protection Agency. Ironically, agencies you would consider sensitive in nature scored Fs. 
Does this reflect the importance of those agencies to the US? No... it just goes to show the larger and more complex organisations are harder to secure.
