For you techies out there. Referenced from a whitepaper written by Mike Schiffman.
"There is a special reason why there are 13 root name servers. It is the maximum number of servers that can exist given that the maximum size of a UDP datagram is 512 bytes. Only 13 NS records and their corresponding A records can fit inside of a 512 byte DNS packet."
